You must have a commercial driver's license (CDL) with a hazardous materials endorsement before driving vehicles carrying hazardous materials which require placards. You must pass a written test about the regulations and requirements and successfully complete a Federal Security Threat Assessment to get this endorsement. Federal regulations issued in support of the USA PATRIOT Act, require completion of a Federal Security Threat Assessment. PennDOT must receive clearance from the U.S. Department of Homeland Security, Transportation Security Administration (TSA), prior to the issuance of a Hazardous Materials Endorsement.
